Our mission is to make a student proud of their school so that each student can concentrate on their studies. Additionally, the department assists schools in the day-to-day physical operation of their building, striving to reduce the energy use of each school while providing a more comfortable classroom. As a department, Facilities has a shared goal to provide a well-rounded department primed to both address and respond promptly to needs of the District, and create more programming controls, transparency, and greater efficiencies.
Reporting to the Chief Facilities Officer and Facilities Project Controls Manager, the Cost Control Specialist will be held accountable for the following responsibilities:

  • Perform financial transactions (e.g. purchasing, reimbursements, billing, receipting, budget transfers), and invoice audits in support of daily operations
  • Participates in maintaining the program's fiscal integrity by implementing sound fiscal plans, internal control systems and audit activities (including referring to multiple contracts to ensure invoice accuracy with corresponding backup).
  • Scrub data provided by vendors to ensure consistency for analysis and reporting
  • Communicates with multiple vendors to request invoices, additional backup, request services and/or answer vendor inquiries
  • Perform financial reconciliations
  • Assist with preparation of month-end reports, variance reports, spend projections, cost reconciliations, and ad hoc reports as required
  • Perform analytics and interpret project/program data for continuous improvement
  • Assist with reporting, analysis and communication of key performance indicators and creation and/or maintenance of operational dashboards
  • Assist with the budget development process in partnership with the CPS budget department
  • Assist in the administration the use of CMMS / Project Management Information Systems in the areas such as budget/cost control, document control, reporting.
    In order to be successful and achieve the above responsibilities, the Cost Control Specialist must possess the following qualifications:
    • Education: Bachelor's degree from an accredited college or university in Data Analytics, Accounting Finance, Project Management or related field.--
    • Experience: Three (3) or more years of relevant experience in data analytics, finance, budget or accounting and programs in a large size organization. Previous government or multi-site experience preferred.
    • Knowledge, Skills, and Abilities:
      • Self-motivated and proactive, with an ability to manage multiple assignments and priorities. Able to work independently as well as collaborate as part of a team.
      • Must be detail-oriented with exceptionally analytical, organizational and time management skills
      • Experience working in a Facilities, Capital Project/Program Management environment, Construction Contracting environment, Multi-site program, a plus.
      • Thorough understanding of project accounting and accrual collection
      • Demonstrated numerical, analytical, and problem-solving skills.
      • Ability to assist in the presentation of technical information to executive level staff
      • Professional experience with CMMS (TMA, E-Maint, School Dude, Maximo, etc.) and/or project management software (E-Builder, Oracle Unifier, PM Web, Prolog, etc.) a plus, but not a requirement.
      • Superior computer skills in Microsoft Office Suite (specifically desired: advanced level expertise in MS Excel and Powerpoint), Smart Sheets and Google Sheets
      • Excellent communication skills (both oral and written)
        Residency Requirement: As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.--
