Job DescriptionThe Director of Finance will be a strategic leader
who will direct the financial and accounting activities for a
research and development organization focused on biomedical
science. The prestigious not-for-profit institute provides drug
development and safety assessment services to pharmaceutical,
biotechnology, and chemical companies worldwide, as well as, to the
National Institutes of Health and other branches of the United
States Government.
Responsibilities:
--- Oversee the finance and accounting teams to ensure all
transactions are completed in compliance with both GAAP standards
and applicable government standards.
--- Development and implementation of short- and long-term
financial growth plans.
--- Lead the preparation of the yearly Incurred Cost Proposal to
the government ensuring compliance with applicable FAR
standards.
--- Negotiate both settlement of prior year indirect rates and
forward pricing indirect rates with the government on a yearly
basis.
--- Oversight of full cycle procure-to-pay to ensure that both
direct and indirect costs are collected accurately and that all
expenses are allowable and allocable, or that any unallowable costs
are appropriately treated.
--- Develop and update capital spending plans to facilitate
modernization and expansion of research facilities.
--- Lead the annual budgeting process for both revenues and
operating expenses.
--- Lead the monthly close process and ensure both management
reporting and board reporting is completed on schedule.
--- Partner with scientific management to ensure that programs are
completed on schedule and within budget.
--- Familiarity with managing both flexibly priced government
contracts, such as CPFF, T&M, & CPAF, and firm fixed price
projects.
--- Responsibilities also include mentoring, developing, and
motivating financial operations staff to ensure effective provision
of programmatic support.
Knowledge & Skills--- Bachelor's degree in business, finance,
accounting or related field; professional certification and/or MBA
strongly preferred.
--- 10+ years of progressive experience in federal government
accounting and contracts management.
--- Extensive knowledge of Cost Accounting Standards (CAS) and the
Federal Acquisition Regulations (FAR) is essential.
--- Excellent communication skills and effective interpersonal
skills are critical.
--- A security clearance may be required after employment.
--- As federal contractors, they require all staff to be fully
vaccinated against COVID-19, with only limited exceptions.
