POSITION DESCRIPTION

POSITION TITLE: Accountant
LOCATION/DEPT: Harbor Light
REPORTS TO: Corps Officer
FLSA CATEGORY: Non-Exempt
STATUS TYPE: RFT

DEPARTMENT MISSION
To provide leadership using policies, procedures, and available systems to support the Harbor Light Center in meeting the mission of The Salvation Army

PROGRAM/CLIENT ENVIRONMENT
The backgrounds of the clients served by The Harbor Light Program will manifest a variety of inappropriate behaviors. When this occurs, employees are to respond within the context of the treatment environment of the site. Employee conduct (actions, dress, etc) and interactions (conversations, written communications, etc.) with clients must also be within the treatment environment of the facility.

OUTCOMES
The Accountant is in charge of all billing and payment of The Harbor Light Center, keeping in contact with Divisional Headquarters about financial status.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Administration

  • E-mail spread sheets to DHQ Finance Department City Fund Accounting Supervisor or Manager.
  • Contract files are maintained.
  • Transmittal sheet to code cash deposits and checks from cashier spreadsheets are prepared and sent to DHQ City Fund Accounting Supervisor or Manager.
  • Transmittal sheet to code check deposits are prepared and sent to DHQ Finance Department Receipting Clerk.
  • Gasoline cards are given to drivers. A signed usage sheet is kept to keep track of card possession.
  • Cash spreadsheet is balanced using cash balance and other information for program fees, check cashing, petty cash, and link cards.
  • Responsible for admitting and discharging residents into the data system.
  • Responsible to assist in maintaining the data management system for both the paper filing and electronic data management systems.
  • Coordinate and maintain records for HLR. Generate daily, weekly, and monthly reports.

    Monetary Transactions

  • Cash in safe is counted and balanced.
  • All checks received are deposited after balanced with the spreadsheet.
  • Petty cash vouchers and checking receipts are received and processed, resolving any discrepancies, and are then coded and a transmittal sheet is prepared for approval to submit for payment.
  • Deposits from Tithe, Home League, Golden Group, gym rental, monies from Correction Programs, cash donations and check donations are accepted and sent to the bank.
  • Bills and coins are ordered from the bank and cash received from the bank is counted to ensure correct distribution.
  • Accepts payment of program fees via check, money orders and link cards.

    Other Duties

  • All other duties as assigned

    REPORTING RELATIONSHIPS
    This position reports to the Corps Officer.

    In contacts related to this position's duties, this individual acts as a representative of The Salvation Army and its mission.
    This position interacts with the Divisional Headquarters Finance Department on a regular basis.

    PERFORMANCE MEASUREMENTS
    This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the timeliness, accuracy, and completeness of accomplishing assigned goals.

    EDUCATION/EXPERIENCE

  • A Bachelors' degree in accounting, finance or related field required.
  • Three years plus experience in finance and accounting is preferred.

    • Demonstrated ability to use initiative and be a self-starter.

      POSITION LIMITATIONS

      • This individual will only commit Army resources that have not been allocated or approved.
      • This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
      • This individual will keep the Corps Officer informed on all critical issues to relating to their area of responsibility.

        PHYSICAL DEMANDS/WORK ENVIRONMENT

        This position is required to do light physical work and must be able to walk up two flights of stairs and lift up to 25lbs.
        In order to successfully perform the essential functions of this position, the employee is required to use standard office equipment and PC.
        The work environment for this position includes an office environment with a low noise level.
        Must be able to work with clients that have poor social skills, suffer from mental illness, and have substance abuse problems.
