Organization : Offices Under the President Cook County Offices Under The President Administrative Hearings Auditor Bureau of Administration Bureau of Economic Development Bureau of Finance Bureau of Human Resources Bureau of Technology Facilities Office of the President Job Summary Under the direction of the Deputy Director for the Office of Research, Operations and Innovation (ROI), the Operations Improvement Specialist (OIS) is responsible for partnering with County Government bureaus, departments, and other elected officials to identify, facilitate, and document process and system improvements. The OIS will be the Subject Matter Expert (SME) and responsible for the ongoing development, training, analysis and methodology of projects including process mapping while utilizing industry best practices to eliminate and reduce waste and cost while improving internal quality and productivity. Acts as change agent and process improvement SME providing coaching, mentoring and training to other employees on process improvement methodologies and tools. Identifies appropriate Key Performance Indicators (KPIs) and measures success of improvement efforts by tracking before and after KPIs. Manages projects and initiatives within the ROI office. Assists in the creation of training materials for process improvement tools and processes. Performs other duties as assigned. Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's degree in Business Administration; Public Administration; Industrial Engineering; Industrial Management; or Systems Management-- is required .-- (Must provide original college/university transcript at time of interview)*--
  • Two (2) continuous years of full-time work experience in Business Operations, Project Management, or Change Management-- is required . Preferred--Qualifications
    • Six Sigma Green or Black Belt. *Degrees awarded outside of the United States with the exception of those awarded in one of the United States' territories and Canada must be credentialed by an approved U.S. credential evaluation service belonging to the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Original credentialing documents must be presented at time of interview. Knowledge, Skills, Abilities and Other Characteristics Committed to process re-engineering, process improvement, influencing teams to become customer focused.--Looks for continuous improvement and challenges the status-quo. Ability to successfully identify, scope and drive process improvement projects. Strong capability to generate credibility and trust with departmental staff. Ability to influence and partner with key stakeholders to identify and drive policy and process improvements. Strong organizational, analytical, problem solving and multi-tasking skills with great attention to detail. Strong business and technical skills in operational improvement and methodologies. Excellent organizational and project management skills with the ability to prioritize and meet project deadlines. Proficient in Microsoft Office and other statistical software programs and databases. Ability to interact and communicate effectively with public officials on policy and operational issues. Ability to analyze difficult situations and problems to reach practical and logical conclusions. Strong written, oral, communications and facilitation skills. Creative and change-oriented continuous improvement process skills. Sets clear expectations, tracks and communicates results. Ability to give public presentations in a training and development setting. Physical Requirements Sedentary Work Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects.
