DIRECTOR OF ACCOUNTING Department of Finance Grant and Project
Accounting (GPAD) Division JOB ANNOUNCEMENT Number of Vacancies:--2
ESSENTIAL DUTIES: Under direction, functions as a second-level
supervisor directing a professional accounting division, and
performs related duties as required
- Directs supervisors of accounting units in overseeing
professional staff engaged in managing financial accounts
- Monitors operations and directs the development of systems and
procedures to ensure operational efficiency
- Develops goals, objectives, and work standards and conducts
performance evaluations of supervisory staff
- Reviews and approves various actions or reports (e.g., program
and operational budgets and amendments, audit reports, spending
adjustments, fund re-allocations)
- Meets with managers to determine fiscal information needs and
directs the preparation of financial reports
- Interprets general accounting principles and financial
procedures to management
- Oversees the conduct of audits performed by private firms,
coordinates the preparation of replies to auditors' findings, and
develops processes and procedures to implement audit
recommendations
- Directs staff training and development activities
- Provides guidance on accounting-related issues to staff and
other City and government agencies (e.g. Office of Budget and
Management, City Comptroller's Office, delegate agencies)
- Provides oversight, review and guidance in the completion and
approval of all grant applications, awards, fiscal reporting,
sub-grantee agreements, direct payment vouchers, collections,
accounting transactions, general ledger analysis, reconciliation
and close-outs
- Reviews all fiscal related tasks necessary to complete the City
of Chicago's Single Audit and the State of Illinois Comprehensive
Year End Financial Report
- Ensures the City of Chicago maintains compliance with federal
and state grant fiscal requirements and regulations
- Finalizes and approves all internal related fiscal reports for
submission to upper management (Performance Management, Cash Flow,
Cash Status and Grant Close-Out)
- Communicates with federal and state funding agencies for
clarification of grant requirements, special conditions and other
issues as warranted
- Conducts regular weekly status meetings with unit supervisor
and participates in other management status meetings as
required
- Prepares weekly productivity, annual planning performance
evaluation criteria and semi-annual performance evaluation for unit
supervisor
- Provides the Grant and Project Accounting Division (GPAD) with
technical support as it relates to the Financial Management and
Purchasing System (FMPS) and Business Objects reports
- Maintains the GPAD's Accounting Policies and Procedures Manual
for use by various external reviewers and auditors
- Responsible for the annual coordination of the City of
Chicago's Indirect Cost Recovery Process and Fringe Benefit yearly
calculation for grant funded employees NOTE : The list of essential

LOCATION: Department of Finance Grant and Project Accounting (GPAD)
Division City Hall HOURS & SHIFT: Normal Business Hours, Monday
through Friday THIS POSITION IS EXEMPT FROM THE CAREER SERVICE
Qualifications Graduation from an accredited college or university
with a bachelor's degree in accounting or a directly related field
with 15 credit hours in Accounting, plus five years of professional
accounting experience of which two years are in a supervisory role
related to the responsibilities of the position; or an equivalent
combination of education, training and experience, provided the
minimum degree requirement is met Disclaimer - "Accredited" means
any nationally or regionally accredited college, university, or law
school where the--applicant is--enrolled in or has completed an
Associates, Bachelors, Masters, or Juris Doctorate degree program.
Preference will be given to candidates possessing the following:
- Previous experience in grants management
- Previous experience--with specifically guided and identified
federal and state regulations
- Previous experience in the preparation of associated audit
schedules and corresponding reports
- Previous experience managing a team of professional
accountants
- Previous experience--with financial systems and associated
upgrades NOTE: You must provide your college or university
