within the CTR Joint Venture, provides program management,
engineering and construction management services to the Chicago
Department of Water Management (CDWM) in Chicago, Illinois. - As
part of the CTR Program team supporting the CDWM Capital
Improvement Program, CTR manages force account work related to
managing impacts of external projects (other City agencies,
utilities, developers, etc.) to existing CDWM facilities. The
primary responsibility of the Force Account Manager position is to
manage operations of CTR's Force Account group, overseeing a staff
of approximately 30 engineers and construction management
professionals that are responsible for coordinating permit review,
construction, and closeout processes to enforce CDWM policies
regarding impact to City's water facilities. - The Force Account
Manager will be the central point of communication between CDWM and
CTR staff with regard to resolution of issues and direction on
Force Account projects. - Since a significant portion of the
position involves communication with internal and external team
members and stakeholders, excellent written and verbal
communication skills are critical to success. - Additionally, the
position requires a high level of organizational ability to
simultaneously oversee, drive action on, maintain documentation
for, and report status on many active and pending projects. -
Responsibilities, some which may be delegated to direct reports: -
---Lead CTR's Force Account group for delivery of force account
related services in accordance with CTR's contract with CDWM.
---Track and coordinate all Force Account projects including those
under engineering review, in construction, and undergoing
close-out. ---Organize and assign new projects received from the
Office of Underground Coordination - Existing Facility Protection
process, for review and coordination by Force Account team members.
---Assure that that project engineering reviews, permit
determinations and construction observation conform to CDWM
policies and standards. ---Enforce conformance to applicable CDWM
policies and standards for all Force Account related water main
designs. ---Provide technical support to the CDWM-Bureau of
Engineering Services on water facility related matters. ---Prepare
professional correspondences on behalf of the CTR and CDWM.
---Support design, pre-construction and construction activities
through meetings, communications, engineering review, etc., to best
enable success of the project to all stakeholders. ---Provide
timely consideration and response to questions and issues raised by
office/field CTR team members, CDWM, other City agencies, design
professionals, contractors, and developers. ---Evaluate and support
timely resolution of project technical conflicts, during
engineering and construction. ---Review and validate
submittals/shop drawings and as-built documents used for
construction and record. - - Here's What You'll Need: - B.S. Civil
Engineering Illinois Professional Engineer (PE) license At least 10
years of experience in water/wastewater or transportation
engineering, land development design, utility engineering and
project management, and/or general civil engineering for public
infrastructure design and construction Ability to envision, manage
and drive change for process improvement Ability to lead staff in
order to maintain a high level of productivity Detail-orientation
to assure group deliverables are of high quality and appropriately
enforce applicable City policies and standards Strong organization
skills to simultaneously oversee many concurrent projects Ability
to work under pressure to meet project and task deadlines
Proficiency with Microsoft applications, including Windows, Word,
Outlook, Excel, SharePoint and Access - Ideally You'll Also Have:
Engineering experience with utility infrastructure work At least 5
years or more experience in a supervisory or management capacity At
