Broader Urban Involvement and Leadership Development (BUILD, Inc.) is seeking a committed, self-motivated, enthusiastic professional to join the Program team in the role of Director of Monitoring, Evaluation and Learning (MEL) . Since 1969, BUILD has worked in some of Chicago's toughest neighborhoods giving at-risk youth alternatives to the violence that takes away their positive potential. The Director of Monitoring, Evaluation and Learning will lead the organization's systems and processes to ensure program quality, including data collection, monitoring and program evaluation. The Director will be responsible for providing leadership to oversee and align the collection, management, and architecture of all data for the organization's portfolio of programs and services that contribute toward BUILD's mission, vision and annual goals and objectives. The Director is responsible for developing evaluation tools and strategies to measure, track, and report on community outcomes utilizing comprehensive community data and other information resources. The Director of Monitoring, Evaluation and Learning is responsible for translating complex data and evaluation outcomes into actionable metrics and sharing findings/learnings with both internal and external audiences. A critical role of the position is supporting and educating staff, partner organizations, and the community in planning, implementing and understanding data collection and analysis. The Director of Monitoring, Evaluation and Learning will work with all organizational units to access and analyze data in support of program objectives. Successful candidates will demonstrate the ability to communicate and work with diverse individuals and groups.

The Director of MEL reports directly to The Chief Program Officer.

JOB RESPONSIBILITIES

Optimize and support internal communication and processes to provide a more seamless, user-centered experience for participants and stakeholders.
Develop and support BUILD's data management to regularly inform key stakeholders, continually improve services and support organizational growth.
Generate structured, collaborative training and professional development opportunities to increase productivity, accountability and program quality.
Monitoring - lead the design, implementation and ongoing revision of BUILD's organizational framework and align data collection and analysis, program related professional development and continuous quality improvement with organizational needs. Provide technical support and oversight on program-level MEL activities, including the development, selection and application of data processes and tools, ensuring quality and consistency.
Evaluation - work with leadership to develop and codify the organization theory of change and specific program logic models. Streamline all data and operational processes to align with organizational strategy, theory of change and program logic models. Ensure quality of data through data verification procedures including routine data quality audits carried out during the project lifecycle. Support the communication of outcomes to stakeholders at multiple levels in collaboration with program and communications staff and promote the dissemination of project information internally.
Learning - establish learning processes, integrate best practices and 'lessons learned' from program development and implementation into future initiatives. Co-develop training and professional development opportunities to respond to staff needs and organizational strategy. Provide leadership for knowledge management and building organizational capacity to continuously improve program services
Other duties as assigned

Reporting:
Monitor programs' compliance with contractual agreements and grant requirements to ensure the accuracy of our reporting and that all deadlines are met;
Provide reports to the Chief Program Officer and CEO regarding status of work and updates
Attend Board meetings as necessary to educate Board members on work

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Advanced skills in monitoring, evaluation, feedback, and learning methods; including significant knowledge of best practices and experience with Monitoring and Evaluations (M&E) frameworks, feedback, and learning processes;
Seven or more years of experience in supporting evaluation and learning in a youth development context with strong preference for work experience in nonprofit organizations;
Demonstrated knowledge of and leadership experience in M&E;
Ability to use data to strategically assess issues and opportunities across the organization's core programmatic areas-intervention, prevention, education, enrichment and community and clinical wellness programs;
Familiarity with software applications to support data management, analysis, and visualization; BUILD currently uses Efforts To Outcomes (ETO) online tracking software;
Experience in knowledge management and data analysis with a solid grasp of qualitative methodology is important;
Excellent writing, communication, and presentation skills;
Familiarity with government funding and grant-reporting lifecycles (i.e., project design, proposal writing, project implementation and evaluation and learning).

QUALIFICATIONS AND COMPETENCIES
A successful MEL Director is a culturally competent, thoughtful and strategic leader with advanced M&E skills who demonstrate effective management of programs and teams. They will show the ability to support and build the capabilities of a driven, bright, and diverse team. The candidate will demonstrate a passion for social change. They uphold BUILD mission and values, and the needs of our programs while also ensuring data quality and learning.

Master's degree preferred in relevant academic fields such as research and evaluation, program development, or social sciences;
Highly organized to set priorities, develop a work schedule, and monitor progress towards goals;
Ability to build positive working relationships with others, both internally and externally to achieve the goals of the organization;
Able to apply strategic and creative thinking, while being persistent, motivated and energetic, along with the ability to work in detail-oriented fashion.
At least 3 years of management experience - effectively managing programs, supervising and mentoring staff, and leading teams of diverse workers and learners;
Must be able to develop and manage budgets;
Ability to pass a criminal record and child abuse/neglect registry check;
A passion for the mission of BUILD, Inc;
Must have a valid Driver's License, access to reliable transportation and willingness to travel locally.
