DescriptionSALARY$130,240.38POSITION SUMMARYThe Senior Manager
of Traffic Planning oversees staff to ensure street infrastructure
and signage support safe, fast, and efficient bus operation on city
streets. The manager coordinates with external agencies, primarily
Departments of Transportation (DOTs), to ensure roadway design
supports and prioritizes bus service, reviewing roadway redesign
plans and leading CTA efforts such as the Bus Priority Zone project
that advance bus priority measures. The position is responsible for
CTA's nearly 11,000 bus stops and related signage, ensuring stop
location and design meet standards, promote safety and ensure
efficient operations. Ensures bus service is accessible to those
with disabilities through improvements to signage and stop design.
The position also manages and develops data sources supporting
these efforts.QualificationsPRIMARY RESPONSIBILITIES
- Works to ensures roadway design supports and prioritizes bus
service, primarily through working with area DOTs to promote and
encourage the incorporation of bus priority measures into roadway
plans and identifying improvements to bus stop location and design.
Coordinates with City and internal departments on major
construction projects impacting CTA service, working to mitigate
impact on customers and develop routing alternatives.
- Manages CTA bus stops and related signage, ensuring stop
location, signage and design meet standards and promote safe and
efficient operations.
- Works to advance stop location and design improvements,
including coordination with external agencies (primarily CDOT) to
improve ADA-related accessibility of bus stops.
- Works with internal departments to ensure missing and damaged
signage is replaced and addresses general feedback on bus stops
from garages, the public, elected officials, etc.
- Coordinates on CTA bus priority efforts.
- Manages CTA's Bus Priority Zones project and related efforts,
coordinating with internal departments, external agencies, and
consultants to identify and advance bus priority measures on key
bus routes to address sources of delay.
- Supports other agency bus priority measures such corridor-level
bus priority efforts, transit signal priority, and queue jump
signal implementation, among others.
- Identifies external projects that present opportunities for
improvements to bus-related infrastructure and applies for grant
funding to support efforts.
- Develops policy and standards around topics such as bus stop
and roadway design and bus priority elements that ensure safe,
fast, and efficient operation of CTA buses.
- Utilizes, manages, and develops data sources to support work on
the responsibilities above. Data sources include stop-level
ridership data, geospatial data on bus stops, streets and
infrastructure, and bus speed, dwell time and stop utilization
data, among others.
- Manages staff, coordinating among staff to support work on the
responsibilities described above and developing staff skill sets to
support and advance agency goals.
- Hires, trains, develops, monitors, and evaluates performance of
staff. Reviews and recommends personnel actions for approval.
- Performs field work in relation to the above activities and
performs other related duties as assigned.MANAGEMENT

needs.EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's Degree in Civil Engineering, Transportation
Planning, or Urban Planning, or equivalent field, or a combination
of education and experience relating to this position.
- At least 5 years of applicable experience with progressively
increasing responsibilities.
- Must possess a valid driver's license.PHYSICAL REQUIREMENTS
- Requires remaining in a stationary position for extended
periods of time and constantly operating a computer and other
office productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must
live within the boundaries of the CTA Statutory Service Area either
at the time of employment or within 6 months of beginning
employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES
- General knowledge of the principals of urban street design and
transit priority infrastructure.
- General knowledge of transit operations, transit planning and
basics of transit scheduling.
- General knowledge of service area geography and CTA rail and
bus system.
- Ability to read roadway design plans, understand construction
and capital program budgets and schedules, and analyze and
interpret statistical data.
- Ability to work with multiple disciplines and coordinate
efforts across internal and external groups.
- Working Knowledge of Microsoft Word, Excel, and Access
software, Power BI, and ArcGIS software.WORKING CONDITIONS
- General office environment
- Some field work required to investigate roadway and bus stop
conditions and bus operations.
- May be required to work various extended or irregular hours in
order to meet project deadlines.
- This position is considered a "C-List" position under the
"Revolving Door" prohibition within the State Officials and
Employees Act (5 ILCS 430/5-45), which contains a number of
post-employment restrictions CTA employees in C-list designated
positions must follow. Among other requirements listed in this
statute, CTA employees in C-list designated positions are required
to follow State notification procedures to the Office of the
Executive Inspector General prior to acceptance of any applicable
non-State employment or may be fined significant

machines, and office supplies.
