Duties
The Veterans Integrated Service Network (VISN) Clinical Resource
Hub (CRH) Pharmacy VISN Program Manager, is a VISN based leadership
position located in VISN 12. The CRH Pharmacy VISN Program Manager
is under the general supervision of the VISN CRH Director. This
position is responsible for the leadership, management, and
operations of the VISN level Clinical Pharmacy Specialty CRH (CPS)
Programs. The CRH Pharmacy VISN Program Manager will work directly
with VISN CRH leadership (e.g., Pharmacy, Primary Care, Nursing,
etc.) and VISN leadership (e.g. VISN Primary Care, Telehealth,
Pharmacy, Nursing lead, etc.) to ensure that the CRH CPS services
are high performing.
CRH is a repository of clinical and administrative staff that serve
all Veterans Affairs facilities within a Veterans Integrated System
Network (VISN). Staff within the CRH are expected to provide
inter-professional services to VISN facilities that are underserved
or experiencing gaps in services due to the inability to match
provider supply with demand. Services provided by CRH staff are
conducted via multiple modalities, including virtual and in-person
care. As the VISN CRH Pharmacy VISN Program Manager, this
individual is responsible for CPS services and programming for the
VISN with a focus on CPS programming, direct care, and
training.
Duties
* Provides leadership, management, and oversight of respective VISN
CRH CPS providers and the efficient implementation of these
services throughout the VISN
* Works collaboratively with the VISN Pharmacy Executive (VPE) to
ensure VISN CRH CPS services are consistent with professional
standards, gaps and needs
* Collaborates in the development and maintenance of written
policies and procedures defining operational requirements for the
VISN CRH CPS program
* Functions as the VISN CRH CPS provider subject matter expert and
serves as an advocate and educator on CRH and CRH CPS provider
services to various levels of leadership, including VISN and VA
facilities.
* Maintains strong relationships and communication with various
national (e.g., National CRH Leadership Team), VISN (e.g., VISN
Pharmacy Executive), and facility level leadership (e.g., CRH host
facility, VAMC Chiefs of Pharmacy) to ensure CRH
CPS provider functions meet expectations and proper
requirements
* In collaboration with the CRH Director and VPE, participates in
recruitment and selection of all new CRH CPS staff within the
respective VISN
* In collaboration with the VPE, conducts performance reviews,
recommends appointment, special advances, within grade increases,
or disciplinary action to the Pharmacy Professional Standards Board

assignments to ensure adequate coverage and acts upon leave
requests according to VA policy
* Promotes good labor management relations and supports Equal

* Maintains responsibility for the training of VISN CRH CPS
providers and assures that the necessary aspects of orientation are
reviewed and completed as determined by the National CRH Leadership
Team and Pharmacy Benefits Management (PBM) Clinical Pharmacy
Practice Office (CPPO).
* In collaboration with the VPE, assesses workload data, including
patient panel size, staffing, and efficiency in addition to the
evaluation of appropriate use of available hours, qualifications of
staff, technology, overtime, and call-back; makes staffing
adjustments, as needed, based on this information.

Basic Requirements:
* United States Citizenship: Non-citizens may only be appointed
when it is not possible to recruit qualified citizens in accordance
with VA Policy.
* English Language Proficiency: Must be proficient in spoken and
written English.
* Education:
* Graduate of an Accreditation Council for Pharmacy Education
(ACPE) accredited College or School of Pharmacy with a
baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of
Pharmacy (Pharm.D.) degree.
* Graduates of foreign pharmacy degree programs meet the
educational requirement if the graduate is able to provide proof of
achieving the Foreign Pharmacy Graduate Examination Commission
(FPGEC) Certification, which includes passing the Foreign Pharmacy
Graduate Equivalency Examination (FPGEE) and the Test of English as
a Foreign Language Internet-Based Test (TOEFL iBT).
* Licensure: Full, current, and unrestricted license to practice
pharmacy in a State, Territory, Commonwealth of the United States
(i.e., Puerto Rico), or the District of Columbia. The pharmacist
must maintain current registration if this is a requirement for
maintaining full, current, and unrestricted licensure.
Grade Determinations:
Specialized Experience, GS-14. In addition to the GS-13
requirements, must have 1 year of experience equivalent to the next
lower grade level.
Assignment. Candidates at this grade level are to be in one of the
assignments listed below. For all assignments above the full
performance level, the higher-level duties must consist of
significant scope, administrative independence, complexity
(difficulty) and range of variety as described in this standard at
the specified grade level and be performed by the incumbent at
least 25% of the time.
Individual is assigned as Chief at Facility Complexity Level 2 or 3
medical facility, but assignment does not have the high level of
complexity to support a GS-15 grade as defined in paragraph (5)(b)
below. Responsible for all aspects of pharmacy services at a
medical facility by maintaining effective interdepartmental
relationships, demonstrating active problem resolution skills and
close cooperation with other programs and services in accomplishing
the medical facility mission and goals. Responsible for budget
management, determining resource needs, allocating resources,
ensuring proper utilization in productivity, efficiency, and cost
effectiveness of the operation. Formulates objectives and
priorities and implements plans consistent with the long-term
interest of the organization, capitalizing on opportunities and
managing risks. Responsible for compliance with all safety,
regulatory, and accrediting body requirements. Delegates authority
to several supervisory and program levels to meet the goals of the
service and staff. Ensures orientation and training programs are
established to ensure staff development, oversees academic
affiliations, and participates in medical facility, VISN, National,
other external governmental agencies, and professional
associations.

Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to
the specialized experience described above, you must be able to
demonstrate all the following KSAs:
1. Skill in persuading others and gaining cooperation to accomplish
goals.
2. Ability to effectively communicate orally and in writing
regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop
and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission
and goals of the organization.
Preferred Experience: In addition to the basic Qualification
Standard: at least 2 years in a supervisory role; and completion of
ASHP-accredited PGY-1 Pharmacy Practice Residency and/or PGY-2
Specialty Pharmacy Residency (in an applicable specialty) or
equivalent experience in the major duties for at least 3 years.

This vacancy is above the full performance level.
Physical Requirements: Employees are typically expected to work
forty hours per week. This may include evenings and weekends
functioning as a CPS. Principle duties require repetitive use of
hands and fingers (e.g., handling prescriptions, use of a computer
keyboard, etc.). May require lifting and carrying light loads (up
to 25lbs.), including boxes, packages, and equipment, stooping or
kneeling (e.g., to pick up items from the floor, remove and replace
items on lower shelves, and to file documents in lower file
drawers, etc.); sitting, walking, or standing for long periods of
time (4-8 hours). Normal ranges of hearing and vision are required
to perform work and communicate effectively; must have the visual
ability to distinguish between basic colors and shades of color. An
ability to perform tasks requiring rapid mental and muscular
coordination functions simultaneously is necessary. Employees must
be physically capable of operating various types of equipment used
on the job. Employees may be asked to work voluntary overtime
within different pharmacy locations during periods of extreme
staffing shortages. If there are no volunteers, reverse seniority
will be utilized to work mandatory overtime within their respective
clinical areas or as coverage for fellow pharmacy specialists.
