are the duties of this position at the full working level. If this
vacancy includes more than one grade and you are selected at a

position.* Protecting critical infrastructure and key
resources(CIKR) for government information technology systems
through controlling access to, granting access, and/or setting up
security for systems resources under the fullest extent of
privileged access to one or more IT Platforms that perform critical
tax administration functions.* Accessing potentially all
unclassified information such as, but not limited to, Sensitive But
Unclassified (SBU)/Personally Identifiable Information (PII),
including IRS systems and/or supporting IRS Chief Counsel systems
containing court information under the fullest extent of privileges
granted.* Develop policies, procedures, and strategiesthat ensure
optimization and integration in the installation, configuration,
and maintenance of the IBM operating systems environment* Provide
authoritative advice to other specialists in areas such as disaster
recovery, capacity planning, applications development, hardware
strategy, and operating systemssecurity for the IBM operating
systems environment; and develop and implement agency guidelines.*
Lead a major IBM operating systems project, e.g., installation of
new IBM operating systems environments or implementation of new IBM
operating systems patches, upgrades, and releases; consult with
developers or vendors in defining requirements and identifying
integration issues; oversee installation, customization, testing,
and implementation of the operating environment; and work with
vendorsoftware engineersto correct problems and enhance
performance.HelpRequirementsConditions of Employment* To ensure

by the closing date of this announcement:SPECIALIZED EXPERIENCE
GS-13: You must have one year of specialized experience at a level
of difficulty and responsibility equivalent to the GS-12 grade
level in the Federal service.This experience must include
Information Technology (IT) related experience that demonstrates
each of the following four competencies: 1) Attention to Detail, 2)
Customer Service, 3) Oral Communication and 4) Problem
Solving.Specialized experience for this position includes:
Experience that demonstrates accomplishment of computer project
assignments that required a wide range of knowledge of computer
requirements and techniques pertinent to the position to be filled.
This knowledge is generally demonstrated through assignments that
required the ability to analyze a number of alternative approaches
in the process of advising management concerning major aspects of
IT system design. This would include defining what system
interrelationships must be considered, or what operating mode,
system software, and/or equipment configuration is most appropriate
for a given project. In addition to the above: At this level, you
must demonstrate knowledge of, and skill in establishing,
implementing, and interpreting the requirements for agency
compliance with higher level policy directives and Executive orders
governing infrastructure protection; Coordinating the review and
evaluation of the agency infrastructure protection program
including policies, guidelines, tools, methods, and technologies;
Identifying current and potential problem areas; Updating or
establishing new requirements; and making recommendations for a
fully compliant infrastructure protection program to be implemented
throughout the agency.ANDMEET TIME IN GRADE (TIG) REQUIREMENT:
Under merit promotion procedures, Federal applicants must have
served 52 weeks at the next lower grade to satisfy time-in-grade
restrictions contained in 5 CFR 300, Subpart F. Time is credited
based on calendar time served in a grade, regardless of the number
of days or hours worked. If you currently hold or have previously
held a position at the same (or equivalent) or higher grade/level
