Specialist and Senior IGA Specialist Full Time Professional
Chicago, IL, US 3 days ago Requisition ID: 1020 JOB SUMMARY:
-Serves as CMAP's representative to federal legislative and
administration staff in Washington DC and congressional districts
across the region. Works with federal, state, county, local
governments, and partner organizations to coordinate the region's
response to the Infrastructure Investment and Jobs Act and other
federal grant programs. Includes tracking and analyzing federal
legislation and funding opportunities, developing strategies to
support CMAP's advocacy agenda, and promoting CMAP's regional
funding opportunities and policy analysis to federal partners.
-ESSENTIAL FUNCTIONS: -
- Manage the development, tracking and implementation of the
agency's federal priorities.
- Manage stakeholder requests for congressional member priority
project funding, coordinate federal letters of support, and track
the region's projects and applications for grant funding. -
- Provide verbal and written federal legislative updates to
CMAP's Board, MPO Policy Committee, various working committees, and
external stakeholders, including the region's Councils of Mayors,
in-district congressional events and conferences. -
- Performs analysis of federal legislation and policy for the
CMAP Board and associated committees and working groups concerned
with a legislative issue in the region; documents and prepares
presentation materials for agency.
- Serve as the agency's primary liaison to congressional
delegation staff both legislative and district directors. -
- Manages the coordination and prepares for meetings with members
of the Illinois Congressional Delegation, including in-district
visits, Washington D.C. meetings, legislative or transportation
forums, and annual congressional staff briefings. -NON-ESSENTIAL
FUNCTIONS:
- Occasional overnight travel for conferences and meetings.
EDUCATION AND EXPERIENCE REQUIRED -(an equivalent amount of
training, education and experience will be
considered)Intergovernmental Affairs Associate has the following
minimum requirements: -
- Bachelor's degree with coursework in urban policy, public
administration, political science, planning, economics, statistics,
or a related field. Master's degree preferred.
- Knowledge of public sector functions and law, administrative
process and real property and organization and policies
desired.
- Knowledge of federal, state, and local laws and court decisions
affecting public sector entities desired.
- Minimum of two years of professional experience in a related
area. -Intergovernmental Affairs Specialist has the following
minimum requirements: -
- Bachelor's degree with coursework in urban policy, public
administration, political science, planning, economics, statistics,
or a related field. Master's degree preferred.
- Minimum of three years of professional experience in a related
area. -
- Experience with and knowledge of the following are desirable:
- public sector functions and law, administrative processes, and
organizational policies.
- federal transportation funding and policy.
- federal, state, and local laws affecting public sector
entities.
- research techniques, methods, procedures, and performance
measurement criteria.Senior Intergovernmental Affairs Specialist
has the following minimum requirements: -
- Bachelor's degree with coursework in urban policy, public
administration, political science, planning, economics, statistics,
or a related field. Master's degree preferred.
- Minimum of five years of professional experience in a related
area.
- Experience with and knowledge of the following are
desirable:
- public sector functions and law, administrative processes, and
organizational policies.
- federal transportation funding and policy.
- federal, state, and local laws affecting public sector
entities.
- research techniques, methods, procedures, and performance
measurement criteria. KNOWLEDGE, SKILLS AND ABILITIES -including
competencies that may be representative but not all inclusive of
those commonly associated with this position.
- Ability to analyze programs and develop recommendations for
improvement; ability to conduct detailed research and prepare
reports and findings. -
- Ability to communicate effectively orally and in writing and to
present complex ideas. -
- Ability to organize and perform work independently.
- Ability to establish and maintain effective working
