DescriptionSALARY$49.985POSITION SUMMARYUnder direction,
oversees technical and administrative project management activities
during the implementation of largescale Authority facilities and
right-of-way constructions contracts by administering and executing
all project agreements, scope of work, project accountability and
budget.QualificationsPRIMARY RESPONSIBILITIES
- Manages and directs large scale construction projects providing
oversight in terms of budget, operations, and/or staffing from
conception through completion
- Administers and oversees contract and program budget. Reviews
and approves contractor and consulting invoices, instructs
construction management firms as to Authority guidelines for
construction cost estimating, and authorizes all project changes as
it relates to project budget.
- Plans, directs, and coordinates activities of designated
project to ensure that goals and objectives are met and
accomplished within prescribed time and funding parameters.
- Establishes work plan and staffing for each phase of project,
while providing staff with work plan and assigned duties,
responsibilities, and scope of authority.
- Manages project administration, monitoring, and reporting.
- Administers all contract related construction documentation,
including contract software management.
- Analyzes and monitors the construction program through the CTA
web-based project management website.
- Maintains and presents overall contract spent, committed,
obligated, and potential construction budgets along with contract
and program current and projected time completions through database
management.
- Prepares project reports for management review and creates
presentations to management on contract status.
- Reviews and approves all consultant contract change
documentation
- Supervises and coordinates design work performed by
consultants.
- Provides scope of work and level-of-effort for design and
construction management contracts.
- Reviews project proposals or plan to determine time and funding
limitations, procedures for accomplishing projects, staffing
requirements, and allotment of available resources during each
project phase.
- Administers decision-making process in determining allowable
changes to construction contracts.
- Meets with contractors, design consultants, and construction
management firms to discuss proposed changes.
- Performs time impact analysis reports for time change requests
from contractors.
- Produces contract change documentation for in-house
construction projects.
- Reviews and analyzes contractor produced baseline and updated
progress Critical Path Method construction schedules to ensure that
construction contracts are completed according to contract
requirements. Coordinates all aspects of construction closeout
procedures.
- Serves as project liaison with other divisions, departments,
and outside agencies to negotiate and resolve project
- Consults with federal, state, and city government departments
on requirements and procedures to include in project work
plan.

way.EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in Architecture, Engineering, Construction
Management, Business, or a related field, plus five (5) years of
experience, or a combination of education and experience relating
to this position.
- May require license in field of work.
- Required to possess a valid Illinois driver's license.PHYSICAL
REQUIREMENTS
- Requires standing, visual acumen, manual dexterity, and
fingering for working with computer keyboards.
- Light physical effort required.
- Required to climb and/or walk on structures, which may be at
elevated levels.KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge of engineering principles and
practices.
- Detailed knowledge of engineering design and construction.
- Detailed knowledge of related federal, state, and local codes,
laws and regulations as it related to construction projects.
- Working knowledge of the principles and practices and practices
used in the preparation of designs, plans, specifications, and cost
estimates.
- Strong project management skills.
- Strong contract administration and negotiation skills.

- Good interpersonal skills.
- Good written and oral communication skills.
- Ability to conduct field inspections.
- Ability to develop and administer budgets.
- Ability to prepare clear and concise reports.

- Ability to establish and maintain effective working
relationships with various levels of Authority personnel and
outside contacts.WORKING CONDITIONS
- General office environment.
- Required to travel to various CTA property locations including
facilities, garages, and shops.
- On call 24 hours a day, 7 days per week.
- Subject to various weather conditions when conducting field
inspections; investigations and infrastructure assessments of
shops, garages, yards, terminals and elevated subway and ballasted
track areas.
- May work adjacent to electrified rails and moving
vehicles.EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
- Standard office equipment.
