DescriptionSALARY$96,970.66POSITION SUMMARYUnder general supervision, helps to create and maintain a positive culture of safety through planning, leading, evaluating, and continuously improving the awareness and practice of safe construction methods on major CTA construction projects. Supports, implements, and manages safety and health standards and regulations. Performs regular on-site safety inspections and audits, monitors and audits Construction Management (CM) Safety representatives, reviews Construction Process Plans and Safety Management Programs, and provides safety consultation and guidance to contractors, CTA employees, others. Works to ensure compliance with CTA, OSHA, ANSI and other safety and health standards and standard operating procedures (SOPs). Ensures all safety hazards are identified, eliminated, minimized and/or controlled.QualificationsPRIMARY RESPONSIBILITIES

  • Performs and manages safety inspections/observations and audits, monitors construction safety and reviews construction work on major CTA construction project sites, and staging on or adjacent to the rail system right-of-way and the operating requirements for revenue trains to ensure safety of CTA passengers, personnel, equipment and the safety of consultant/construction personnel during all new and rehabilitation construction projects.
  • Provides oversight in monitoring construction safety and compliance with federal, state, and oversight agency standards and regulations.
  • Assists in the design, implementation, and execution of an effective safety program that is specific to the project at hand and is contractually binding for all enrolled contractors and subcontractors.
  • Conducts observations and inspections of construction management and contractor activities at Authority construction project sites. Conducts audits of construction project processes and procedures, including construction zone set up (flaggers/slow zones), identification cards, and property passes.
  • Assists in controlling hazardous working conditions and unsafe employee activities through interface with project management/supervisory personnel.
  • Reviews contractor work and safety plans associated with Authority construction projects, identifies safety hazards, and recommends solutions to eliminate and/or minimize risk.
  • Attends pre-activity construction meetings and regular joint operations/construction project coordination meetings.
  • Reviews Construction Process Plans (CPPs) and Safety Management Programs (SMPs) and provides recommendations to ensure CTA SOP's, OSHA, ANSI, and other safety standards and procedures are identified and being incorporated into contractor work plans.
  • Leads job hazard analysis to determine safe working practices and engineering controls. Reviews safety plans and documents, engineering documentation and drawings and issues comments on civil, architectural, structural, mechanical, electrical, track and communications regarding compliance with safety standards, fire codes as well as other local building codes for new and rehabilitated Rail, Bus and Sub-station facilities, etc. Coordinates contractor safety orientations.
  • Observes select operations to make recommendations that prevent incidents. Trains and mentor employees and contractors on conducting safety audits and implementing corrective measures. Conducts review and analysis of new Standard Operating Procedures, operating rules, bulletins and training programs to ensure that the latest requirements of CTA, local, state and national safety standards are incorporated in these documents.

      • Maintaining awareness of liability concerns when dealing with legal community and oversight organizations.
      • Administering safety as it relates to project demands, budget scope and schedule.
      • Working nights and/or weekends to monitor construction work.EDUCATION/EXPERIENCE REQUIREMENTS
        • Bachelor's Degree in Safety, Construction Management or related field plus five (5) years of safety experience in construction and/or transit and/or a combination of education and experience related to the position.
        • Two (2) years of experience in reviewing safety plans and/or construction process plans required.
        • Experience researching and interpreting the American with Disabilities Act (ADA), National Fire Protection Association (NFPA) codes, Occupational Safety Health Administration (OSHA) standards, American National Standards Institute (ANSI), and other safety related national and local building, fire and life safety codes and standards.
        • CHST, ASP, or CSP preferred PHYSICAL REQUIREMENTS
          • Demands include extensive moving (up to 3 miles at one time), sometimes on rocks and on narrow catwalks, and traversing onto trains and back down and up and down ladders of various sizes.
          • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
          • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.KNOWLEDGE, SKILLS, AND ABILITIES
            • Detailed knowledge of construction safety standards and practices including CFR 1910 and CFR 1926.
            • Detailed knowledge of the methods and practices of investigations, research, analysis, and/or data compilation.
            • Knowledge of transit operations, facilities, vehicles, rules and procedures.
            • Detailed knowledge of the following Safety topics and programs: including but not limited to; accident and injury investigation, fall protection, confined space, hazard identification and abatement, scaffolding, hot work, etc.
            • Detailed knowledge of construction practices and techniques.
            • Working knowledge of the methods and techniques of contract reviewing, research methods, and report presentation.
            • Strong project management skills.
            • Strong Free Hand and Microsoft Project software skills.
            • Good oral and written communications skills and organizational skills.
            • Good interpersonal skills in dealing with external groups and/or organizations.
            • Good customer service skills.
            • Ability to read and comprehend construction plans, drawings & specifications.
            • Ability to interpret and apply federal, state, county, and city regulations.
            • Ability to negotiate contract resolutions.
            • Ability to work independently.
            • Ability to work with sensitive information while maintaining strict confidentiality.
            • Ability to work collaboratively with other departments.WORKING CONDITIONS
              • General office environment.
              • Required to travel to various construction sites throughout the service area.
              • May be required to work various extended or irregular hours (including afternoon, night, or weekend shifts) in order to meet project deadlines or respond to CTA emergencies.
              • Must be available to respond to calls or email inquiries outside regular work hours.
              • Working conditions are varied and include all weather ranges (from extreme cold to extreme heat, rain to snow and ice, etc.).
              • Conditions also include working at extreme heights; working near electrified third rail; working in subway tunnels with limited clearance, visibility, etc.
              • Must wear applicable restrictive personal protective equipment.EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
                • Standard office equipment.
                • Personal computer and related software (Microsoft Office Suite, Free Hand, and other related engineering software).
